Files (such as PDFs) which you link to from your website can be managed by clicking the Files link in your Admin Toolbar.
You can create and delete subfolders and upload a variety of file types to them.
Once you have your files uploaded you can make them available to you visitors in a couple of ways. One way is to use a Document Folder like this one to display links to all the files in the folder.
The benefit of this is that as you add or remove files from the folder this block will automatically update.

You can also link to a document from text in the editor. Highlight the text, click the Link button and in the Link Dialogue box click Browse Server...
